Version 10.1.0.3 at server-side. Your tnsping has Version 10.1.0.3.0 =>
OK. Your sqlnet.ora-File is in a path with 9ir2 in it. You have both
versions installed on the same amschine?
Perhapts the wrong environment in with your Apache user.
compare "env | grep -i ora" in both environments.

so there are lots of connections! Your problem exists only (?) for the
Apache user.
Does Apache run on the same maschine? How are the other connections
(2599!!) established?
